Dear District Attorney Cox,

I am shocked resident Donnie Hagen’s neglected dogs had to resort to cannibalism to stay alive. According to a Chattanooga, Tennessee humane official whose team found seven skeletal dogs and another chewed carcass behind Hagen’s vacated Sale Creek home, “The only way [they] survived was by eating on the one [who] was dead.”

I understand the November 24, 2006 investigation of Hagen’s property revealed he’d abandoned his dogs a full month earlier — with no provisions for food, water or shelter.

I commend the District Attorney’s office for its pursuit of animal cruelty charges and respectfully ask you to prosecute the accused to the maximum extent allowed by law. Please incarcerate Hagen and ensure he undergoes psychiatric evaluation and counseling. I urge you to guarantee Hagen is barred from owning, harboring or working with animals in the State of Tennessee.

News sources claim all but two of the dogs were confiscated and placed under veterinary care. Hagen’s pattern of animal abuse warrants the prompt removal and re-homing of ALL animals in his custody. It is imperative officials retrieve these two dogs before they suffer a similar fate.

Hagen displays a distinct lack of empathy. As you may know, mental health professionals and leading law enforcers view animal cruelty as an overt clue to antisocial behavior. According to FBI Supervisory Special Agent Allen Brantley, “Animal cruelty… is not a harmless venting of emotion in a healthy individual; this is a warning sign.”

Studies of domestic turbulence frequently show a relationship between animal abuse and human abuse. During a recent Animal Law Enforcement Academy workshop in San Diego, an instructor told attendees: 40% of persons convicted of child abuse admitted they abused animals and 30% of persons convicted of rape also confessed to prior animal abuse.

Thank you in advance for bringing Hagen to court and doing everything possible to protect animals and people from future violence.
