I am delighted the 110th Congress renewed the Animal Fighting Prohibition Enforcement Act (H.R. 137 & S. 261) its first day in session. I commend Reps. Elton Gallegly (R-CA), Earl Blumenauer (D-OR) and Roscoe Bartlett (R-MD) — along with Senators Maria Cantwell (D-WA), John Ensign (R-NV), Arlen Specter (R-PA) and Dianne Feinstein (D-CA) — for quickly introducing this bill after it stalled in committee as the 109th Congress concluded.

I am a constituent who cares deeply about animal protection legislation. The voting public has grown increasingly frustrated with legislators who sidestep animal welfare/environmental issues in favor of big business. As businesses go, animal fighting is a bad one that doesn’t warrant endorsement from anyone. I respectfully ask you to advocate passage of the Animal Fighting Prohibition Enforcement Act so it is finally signed into law.

This bill establishes felony penalties for selling, buying, transporting or receiving animals over state or international lines for the purpose of animal fighting. It bans the interstate and foreign commerce of knives, gaffs, or other sharp implements used in cockfighting.

Nationwide, the American Veterinary Medical Association, National Chicken Council, humane organizations and law enforcement agencies all support tougher penalties for animal fighters. Fight rings are associated with illegal gambling, auto theft, drug trafficking, arms smuggling, money laundering, and acts of human violence. In addition, the cockfighting industry is tied to Exotic Newcastle Disease (END) and deadly Avian Influenza (AI). To combat END and AI, officials have exhausted hundreds of millions of dollars on containment and compensation.

Although dogfighting is illegal in 50 states and cockfighting in 48, an underground network thrives. Dogfighters meet in empty homes, garages and warehouses or remote parks and barns to play their dogs in makeshift arenas. Dogs die from internal trauma, blood loss, shock, dehydration, collapse or infection. Survivors subsist with wounds on their heads, throats, shoulders and legs. Ears are bloody stubs and some faces are so lacerated dogs can hardly breathe. Once a dog’s “game” is gone, he is abandoned to die by starvation or jeopardize public safety.

To amplify aggression, dogfighters and cockfighters dose animals with stimulants and steroids acquired on the black market. Cockfighters outfit roosters with razor-sharp gaffs to extend feet up to 3 inches. In the ring, birds shred lungs, livers, wings and legs. They gouge out eyes and detach spinal cords.

There is no reason this bill should languish in committee again. It is time to fight back. Thank you for supporting H.R. 137 and S. 261.
