In September, with your help, we won a huge temporary victory for manatees! Governor Charlie Crist stepped in and asked the Florida Fish and Wildlife Conservation Commission (FWC) to postpone their vote to downlist manatees from “Endangered” to “Threatened” status. He pointed to the record-setting mortality in 2006 and to the need for a better method to estimate the manatee population.

Your e-mails to the governor were powerful and helped to convince him to take a brave stand for manatees. But now, Governor Crist is under intense pressure from go-fast boating and development interests to fast-track the manatee’s downlisting. The vote to downlist manatees in Florida is scheduled again for the Commission’s December 5th meeting.

The Issue: The FWC is using a classification system to downlist manatees that desperately needs to be revised. Proving our point, the IUCN – World Conservation Union – a world authority on endangered species – recently classified the Florida manatee as “Endangered” using the exact criteria the FWC has adopted for their “Threatened” category. Unless the Commission changes its flawed listing rule, most of Florida’s imperiled species will face increased risks as a result of losing protections afforded by their current listing status.

Galveston, TX, Cruelty Case Won’t Be Retried

A mistrial was declared on Friday, November 16, 2007 in the case of the Galveston, TX, man charged with animal cruelty for shooting and killing a feral cat. The jury was deadlocked after more than eight hours of deliberation over two days, with eight of 12 jurors voting to convict. It is important to note that although the defendant was not found guilty, he was also not found innocent.

Alley Cat Allies responded immediately with a public letter to the Galveston County District Attorney urging him to retry the case.

The District Attorney’s office decided against a retrial. While this decision is disappointing, Texas law has recently been clarified to expressly protect feral cats, and to make it unequivocally clear that anyone who intentionally kills any cat—pet, stray, or feral—will have violated Texas anti-cruelty law.

Friends of Animals Action Alert

H.R. 767 (also known as Refuge Ecology Protection and Immediate Response Act) is a bill that is “possibly the most sweeping feral animal extermination mandate ever put before congress,” according to Merritt Clifton, the editor of Animal People (the article is printed below). This bill allows the federal government to kill whomever it deems a “harmful, non-native species” within our national wildlife refuge system. As Lee Hall notes, “so many plants and animals, such as humans, can be considered invasive, yet people choose to kill certain species and not others.” The bill unanimously passed the House of Representatives on October 23, 2007, and is currently in committee (Committee on Environment and Public Works; if passed through this committee, The bill unanimously passed the House of Representatives on October 23, 2007, and is currently in committee (Committee on Environment and Public Works; if passed through this committee, the bill will then pass to the Senate for a vote). What You Can Do

Animal activists must oppose this bill. Please call, write and/or e-mail your senator now. Let them know you oppose this bill, and request that they oppose it as well. If you choose to call your senator’s office, it’s important to be aware that the person on the phone might attempt to put a different spin on the spirit of the bill. Be sure to mention specific concerns—i.e. the fact that feral cats and other animals are, indeed, not protected.
