<p><strong>National Alert: Fantastic News: Court Rules in Favor of Threatened Lynx<br />
Judge says MN Trapping Program Violates ESA</strong></p>
<p>Earlier this week a federal judge ruled that the Minnesota Department of Natural Resources is in violation of the Endangered Species Act (ESA) for allowing trappers to set traps and snares that catch, injure, and kill Canada lynx, a protected species. The court ordered the state to take all action necessary to ensure that no further takings of lynx will occur by trapping activities within core lynx habitat.</p>
<p>The lawsuit was filed on behalf of Born Free USA united with Animal Protection Institute and the Center for Biological Diversity, after we discovered that Canada lynx have been captured and sometimes seriously injured or killed in traps and snares set for other species.</p>
<p>A similar lawsuit filed by Born Free USA united with API in Maine ended in October 2007 with a judge ordering a ban on certain body-gripping leghold traps, restrictions on the use of &#8220;killer-type&#8221; traps, and increased reporting structure for incidentally trapped lynx.</p>

<p><strong>National Alert: Speak Out to Save Sea Lions Along the Pacific Coast</strong></p>
<p>The National Marine Fisheries Service (NMFS) is considering allowing the states of Washington and Oregon to kill California sea lions at the Bonneville Dam on the Columbia River in a misguided attempt to protect endangered salmon from being eaten by the sea lions.</p>
<p>NMFS&#8217;s proposal would allow Washington and Oregon to capture and lethally inject or shoot as many as 85 sea lions each year. According to the Environmental Assessment (EA) this proposal is the NMFS&#8217;s &#8220;preferred option.&#8221;</p>
<p>This crisis over endangered salmon and hungry sea lions is just one example of what happens when humans degrade an ecosystem. Please tell NMFS to choose a more effective and humane way to protect endangered salmon.</p>
<p>Comments are needed by February 19. So please don&#8217;t delay &#8212; take action and you may be able to avert this tragedy.</p>

<p><strong>California Alert: Help Santa Clara County Ban Rodeos and Circuses with Animals</strong></p>
<p>On February 12, 2008, the Santa Clara County Board of Supervisors will hold an advisory hearing to consider an ordinance which will prohibit rodeos and the use of wild and exotic animals in circuses and traveling shows. If this ordinance is approved it will affect both private and public lands within the county.</p>
<p>Your attendance in support of this ordinance is important, as the number of people who show up will likely influence the outcome. So please consider taking a half day off work if you can &#8212; a few hours of your time will make an enormous difference for animals used in rodeos and circuses.</p>
<p>We also urgently ask that you contact the Supervisors prior to next week&#8217;s meeting, to urge their support for the ban.</p>

<p><strong>National Alert: Endangered Cats and Dogs Need Your Help</strong></p>
<p>The United States Congress is currently considering legislation to establish a new fund to provide much-needed grant money to conservation projects that help conserve threatened and endangered wild cat and dog species in developing countries.</p>
<p>The pending legislation, H.R. 1464 (introduced by Congressman Udall of New Mexico) and S. 1033 (introduced by Senator Lieberman of Connecticut), would establish a fund “to restore and perpetuate healthy populations of rare felids and rare canids in the wild; and to assist in the conservation of rare felid and rare canid populations worldwide.” This fund would be authorized to include as much as $5,000,000 each year from 2008 to 2012.</p>
<p>Please write your elected federal officials today and urge them to pass the Great Cats and Rare Canids Act of 2007.</p>

<p><strong>National Alert: Update: African Grey Parrots Get a Second Chance at Freedom</strong></p>
<p>A few weeks ago Born Free USA united with Animal Protection Institute asked you to help raise emergency funds to aid in the rescue, rehabilitation, and release of over 1,200 African grey parrots in Cameroon, Africa who were captured in the wild and destined for the pet trade.</p>
<p>We are pleased to report that thanks to your help we met our goal of raising $2,000 for the Limbe Wildlife Center in Africa who took on the monumental effort of rehabilitating and releasing the birds.</p>
<p>We recently received the below message from Felix Lankester, Project Manager at the Limbe Wildlife Centre:</p>

<p><strong>National Alert: PETsMART Again Linked to Mistreated Animals</strong></p>
<p>Recently Born Free USA united with Animal Protection Institute alerted members to the discovery of diseased birds in 23 PETsMART stores that were linked to a distributor in Florida that mass-produces birds for PETsMART.</p>
<p>Now PETsMART is in the news again for allegations of animal mistreatment at one of its major animal suppliers. <p>The Prairie Dog Coalition (of which we are a member group) has been chosen by Patagonia as a local environmental group to compete for a $5,000 grant. This competition is in celebration of the opening of Patagonia’s new Boulder store, and the grant will be given at the store’s grand opening celebration.</p>
<p>Not only is it a great honor to be chosen for this competition, but this grant would bring much needed funding towards furthering the Coalition’s work to protect prairie dogs.</p>

<p>We Need Your Help Gathering Information</p>
<p>The use of body-gripping traps has many tragic consequences, including injury to unintended victims. Sadly, these incidents occur all too frequently. You can help us change that.</p>
<p>For 10 years, our organization has conducted research, tracked trapping incidents across the country involving dogs, cats, and threatened and endangered species, and spoken out against the use of body-gripping traps. We also assist local communities and state legislators in introducing legislation to reduce or eliminate the dangers posed by body-gripping traps.</p>
<p>Information about the unintended victims of trapping is vastly under-reported. Many state wildlife agencies don’t even bother to track these incidents.</p>
<p>We need your help to continue to build our trapping incident database, and offer these victims a voice.</p>
<p>If you have experienced an incident of a companion or other non-target animal being trapped, or know of an incident, please let us know. We will use this information to make a difference and work to end cruel trapping in your community.</p>

<p><strong>National Alerts: Urge PETsMART to Stop Selling Birds Diseased Birds Found in Multiple PETsMART Stores</strong></p>
<p>PETsMART has temporarily suspended the sale of birds in approximately 775 stores in 44 states across the U.S., after birds in 23 PETsMART stores tested positive for avian chlamydiosis (also called psittacosis) — a disease that is transmittable to humans.</p>
<p>The disease is suspected to have originated with a major bird vendor/distributor in Florida — where birds are mass-produced and shipped all over the country to stock pet shops. This includes major pet shop chains PETsMART, Pet Land, and Superpetz.</p>
<p>Of further concern in this case, is that it has been revealed that the Florida distributor (with approval from PETsMART) uses antibiotics as a prophylactic treatment — dosing birds with antibiotics whether the birds have the bacteria or not. But only birds confirmed to be sick should be treated for disease.</p>
<p>Now is the time to help turn PETsMART’s temporary suspension of sales into a permanent change. Urge PETsMART to stop selling birds in its stores, and to instead work exclusively with bird rescue groups and/or to refer customers interested in birds directly to the rescue groups.</p>

<p><strong>Urgent: Sign a Petition to Help Save Wild Tigers</strong></p>
<p>Sadly, we currently live in a world where there are likely more tigers in Chinese tiger farms than there are wild tigers living free. And here in the U.S. there are more tigers in captivity than in the wild. We must work together to save the tiger before it’s too late.</p>
<p>As part of our work with the International Tiger Coalition, Born Free USA united with Animal Protection Institute is urging the Chinese government — in the face of mounting pressure to reopen the domestic trade — to make its current prohibition on the sale of tiger parts a permanent ban.</p>
<p>To aid in these efforts, we need to gather as many petition signatures as possible by January 21.</p>
<p>Born Free USA strongly believes that reopening any trade in tiger parts — even just within China — will stimulate global market demand and lead to even more widespread poaching.</p>
<p>Allowing the legal sale of tiger parts and products within China will result in a bounty being placed on the head of every wild tiger clinging perilously to life on this planet. This cannot be allowed to happen.</p>
<p>You can help stop the downward spiral toward the extinction faced by tigers in the wild, by signing our online petition today — and sending a message to the Chinese government that the eyes of the world are watching.</p>

<p><strong>Circus Animals Need Your Help in 2008</strong></p>
<p>In 2008, Born Free USA united with Animal Protection Institute will continue to work with concerned animal advocates across the country to bring an end to the cruelties that circus animals are forced to endure. Examples include elephants being subjected to prolonged chaining and the use of bullhooks, and tigers living for most of the year inside small travel cages.</p>
<p>This year, Ringling Bros. and Barnum &#038; Bailey circus launches two new tours — its 138th Blue tour edition “Over the Top”, and its new smaller Gold tour show “Boom a Ring”. The 137th Red tour show “Bellobration” will also be on tour in 2008. All three of Ringling Bros. touring shows include elephants, tigers, and other wild and exotic animals in their line-ups.</p>
<p>Born Free USA united with API is counting on your help to ensure the success of our efforts.</p>
<p>Educating people that using animals in circuses is an unnecessary and inhumane practice, harmful to both the animals and the public, is an important difference you can make for circus animals.</p>

<p>Earlier this week we brought you news that hundreds of wild-caught African grey parrots destined for the pet trade were recently confiscated in Cameroon, Africa — and that many of them had been released back to the wild, while more wait patiently to be rehabilitated from their grueling ordeal.</p>

<p>As officials seek &#8220;a better understanding of what actually happened&#8221; in the fatal mauling of Carlos Sousa Jr., 17, at San Francisco Zoo on Christmas Day, one answer is overlooked. Tatiana, the 350-pound Siberian tiger who attacked three visitors, did not relish life behind walls and moats.</p>
<p>San Francisco Zoo director Manuel A. Mollinedo now concedes Tatiana likely scaled her display&#8217;s 12.5 feet high wall. But even if 16.4 feet walls &#8212; the minimum size recommended by Association of Zoos and Aquariums &#8212; had prevented her escape, Tatiana&#8217;s impulse to flee would still exist.</p>
<p>Last year Tatiana tore the flesh from a zookeeper&#8217;s arm. Mr. Mollinedo said she &#8220;was acting as a normal tiger does.&#8221; He is right. But when Mr. Mollinedo seems puzzled over this year&#8217;s lack of warning signs and describes Tatiana as &#8220;very well-adjusted into [her] exhibit,&#8221; he misses the point. Wild, roaming animals do not belong inside exhibits in the first place.</p>
<p>Stringent safety measures are not enough. I urge city and zoo officials to phase out the tiger exhibit at San Francisco Zoo and release surviving animals to a captive wildlife sanctuary such as PAWS in Galt, California.</p>
<p>A 2003 Oxford University study lists lions, tigers, cheetahs and other large carnivores as lousy candidates for captivity. &#8220;It could be that&#8230;some species find roaming pleasurable,&#8221; states research biologist Dr. Georgia Mason. &#8220;They might be designed in such a way that roaming makes their central nervous system develop properly.&#8221;</p>
<p>Open-air enclosures with strategically placed flora cannot replicate a tiger&#8217;s range, social structure, or hunting patterns. Siberian tigers need vast forest terrain to survive. Roughly 330-370 adult Siberian tigers remain in the wild, mostly in the Russian Far East where they face habitat disintegration from human expansion, depletion of prey base, poaching, and trade in tiger parts for Traditional Chinese Medicine.</p>
<p>Efforts to stabilize populations within native habitats are crucial. I respect the San Francisco Zoo&#8217;s commitment to endangered wild cat species, but urge you to promote preservation of Siberian tigers in the Russian Far East  &#8212; rather than within the artificial confines of a zoo.</p>
<p>Tatiana&#8217;s brief life ended with a bullet outside the zoo cafe. A teenager died and two more were wounded. Please let remaining tigers savor relative freedom in the open space and organic setting of a sanctuary like PAWS.</p>

<p>The end of the year is the traditional time to pause and reflect over the past twelve months. So this final Bulletin takes an overview of our 2007 accomplishments as API, and what, with your help, we’ve achieved for the animals. <p><strong>What a Year! &#8211; A Message from the CEO</strong></p>
<p>At the beginning of this year, we set forth an ambitious agenda for protecting the lives of animals both captive and wild. The success of our agenda depended on many factors, one of the biggest being the continued support of our valued members.</p>
<p>I am happy to report as the end of 2007 nears that we have achieved significant and historic victories on behalf of countless animals. As our partner in this work, you can share in the pride of a job well done. The highlights of this year’s successes are outlined in this special year-end Bulletin plus some hints at what we’re going to be working on next year.</p>
<p>Throughout API’s 40-year history, our members have been an integral part of what we have been able to accomplish on behalf of animals. <p><strong>Putting an End to “A Lifetime of Misery”</strong></p>
<p>Elephants still suffer abuse and mistreatment to provide mere minutes of entertainment in many circuses. But the day when this practice becomes a thing of the past is getting closer. This year, in dozens of cities where Ringling Bros. showed up, so did our Circus Activist Network. Across the country, these tireless activists handed out more than 30,000 informational leaflets, often made the local news, wrote countless letters to the editor, and introduced circus-related legislation in several<br />
cities. Also, through letter-writing initiatives, our activists helped relocate Ruby, Dulary, and Maggie, all former zoo elephants who now reside in sanctuaries.</p>
<p>API continues to educate the public about the cruelties under the big top and the public is listening. More and more people are finding alternatives to entertainment that depends on inhumane treatment of animals for profit.</p>
<p>On another front, API introduced legislation in California, Massachusetts, and Connecticut to ban the use of bullhooks and chains. The media attention and the public support of these bills prove once again that the days are numbered for circuses that use wild and exotic animals.</p>

<p><strong>Going Up Against the Big Guys</strong></p>
<p>After years of amassing a wealth of evidence, we are hoping for a 2008 trial date for our lawsuit against Ringling Bros. The lawsuit charges Ringling Bros. with violating the Endangered Species Act. Our case claims that they abusively train and discipline elephants with sharp implements such as bullhooks; confine and chain the multi-ton animals for prolonged periods; and forcibly separate baby elephants from their mothers.</p>
<p>In 2007, we continued to build our case through the discovery process of the lawsuit in preparation for the actual trial. Joining API in this effort are the American Society for the Prevention of Cruelty to Animals, the Animal Welfare Institute, The Fund for Animals, and a former employee of Ringling Bros.</p>
<p><strong>Fur Kills</strong></p>
<p>The truth is simple: Fur and fur trim kill. Every year, more than 50 million animals are violently killed in the name of fashion. That is why API created and directs the International Fur Free Retailer program. In the U.S. it’s called Consumers for a Fur Free Society (CFFS).</p>
<p>Through partnership with the international animal movement, API is recognizing retailers who take a compassionate stand against fur and have put their commitment in writing. By signing on to the program, retailers prove that they are socially responsible and that they care about animals.</p>
<p>The CFFS program has already experienced great success in Europe with several major retailers signing on to the program. API continues to invite U.S. retailers to take a public stand against the violence and cruelty that comes with fur fashion.</p>

<p><strong>Coyotes in Our Midst</strong></p>
<p>As their natural habitats become more restricted, coyotes turn to populated, urban areas. This year, the city of San Francisco called for help after two coyotes were killed in Golden Gate Park as a direct result of irresponsible human actions. People had been intentionally feeding the coyotes. The API team assisted San Francisco Animal Care and Control with a major public education campaign to teach residents how to coexist with coyotes.</p>
<p>In fact, we directly educated 13 city councils across the nation about coexisting with coyotes in response to coyote incidents or requests from members. In addition, API continued to be the leader in providing information to advocates and communities about effective, humane strategies for addressing conflicts with coyotes.</p>
<p><strong>No More Cruel Traps!</strong></p>
<p>A victory for threatened and endangered species, such as lynx and other “non-target” animals that are seriously injured or killed in traps, was achieved in Maine when API settled its lawsuit against the Commissioner of the Maine Department of Inland Fisheries &#038;Wildlife (IF&#038;W). The lawsuit was filed after API discovered that Canada lynx have been captured and sometimes seriously injured or killed in body-gripping traps set for other species. The terms of the consent decree include:</p>
<p>* most uses of certain body-gripping leghold traps in core lynx habitat are banned;<br />
* restrictions must be maintained on the use of “killer-type” traps, cage traps, snares, and bait;<br />
* IF&#038;W must operate a telephone hotline during trapping season to receive reports of incidentally trapped lynx; and<br />
* IF&#038;W must rehabilitate lynx injured from trapping.</p>

<p><strong>Victory in Washington State</strong></p>
<p>After 7 long years of work, API won a victory for animals by passing a ban on the future possession of exotic animals in private hands and at roadside zoos in the state of Washington. This is one of the best laws in the country.</p>
<p>We also introduced a bill in North Carolina to ban the keeping of exotic animals as “pets.” It was a tough battle with loud opposition from a very vocal minority, but we were able to get the media involved — an effort that helped educate the public about the dangers of keeping exotic animals. As a result, a legislative committee was formed to further study the issue and the bill will be reintroduced in 2008.</p>
<p>As our A Life Sentence exotic animal investigation showed, keeping wild animals is a public safety issue. A facility in Ohio that we highlighted within our investigation has since been shut down and the animals moved to accredited sanctuaries. Throughout this year, we worked to educate legislators in three other states that still do not have laws regulating private ownership of exotic animals. <p><strong>Farm Transport</strong></p>
<p>Tens of thousands of people signed our petition to stop the unregulated cruelty imposed by the long distance transport of farmed animals for slaughter. Currently there is no monitoring or regulation of the long distance interstate and international transport of livestock used in commercial food production. To take advantage of growing public awareness of this problem, API has drafted model legislation to promote the well-being of animals and protect public health and national security. We will<br />
lead this important initiative by introducing federal legislation in the coming year.</p>
<p><strong>A More Natural Life</strong></p>
<p>Justin, Zach, Mo, Jessica, Holly, Bruce, and Carly are just a few of the monkeys who now have a chance to live a more natural life after being rescued from lives as “pets,” “exhibits” at roadside zoos, or “subjects” in research laboratories. Today, they have an enriched natural setting, space, and the companionship of others of their kind. They are able to forage for food, to groom others, and to participate in so many more normal monkey behaviors that they were denied in captivity.</p>
<p>Generous member donations continue to not only help feed the more than 400 Sanctuary residents but also to help fund the future construction of several large, natural, free-range enclosures for the monkeys.</p>
<p><strong>API Gets Involved Locally</strong></p>
<p>API was an integral member of a coalition effort to end the pet overpopulation problem in Sacramento, California. As a result of our efforts, both the city and county of Sacramento passed an ordinance which promotes spaying and neutering of cats and dogs and restricts out-of-control breeding. The focus of the ordinance is higher licensing fees for unaltered cats and dogs versus a lower license fee for animals who are spayed or neutered. There is a reduced unaltered fee for animals who are<br />
registered with breed groups and meet certain criteria. This ordinance is being used as a model nationwide.</p>

<p><strong>National Alert: Crossroads Trading Company Withdraws from Consumers for a Fur Free Society</strong></p>
<p>Earlier this year we were delighted to announce that Crossroads Trading Company had joined Consumers for a Fur Free Society, an international program to recognize compassionate retailers who have taken a stand against animal cruelty by making a written commitment not to sell fur.</p>
<p>We regret to report that Crossroads Trading Company has withdrawn from the program after its commitment caused an internal debate. While the vast majority of Crossroads’ managers accepted the anti-fur commitment, several did not. Crossroads wants its managers to run their stores in a manner they believe best serves their customers. Therefore it decided to leave the decision to sell fur up to its individual store managers rather than mandating a company-wide policy against the sale of real fur<br />
and fur-trimmed items.</p>
<p>Crossroads continues to debate the issue internally and does not consider this decision final. They would appreciate hearing from you, so please take this opportunity to contact Crossroads about its policy.</p>

<p><strong>Indiana Residents: Your Voice Needed on Behalf of Coyotes</strong></p>
<p>Your comments in favor of a proposed regulatory amendment are needed to help spare coyotes from the cruel practice of “live bait training.”</p>
<p>The Indiana Department of Natural Resources is proposing a regulation change that will aid in preventing the capture, use, and sale of coyotes as “live bait” for out-of-state dog training. If adopted, the amended regulation will prohibit the sale and possession of coyotes taken outside the hunting and trapping season. It will require that coyotes taken outside of the trapping season be euthanized within 24 hours of capture and stipulate that they cannot be sold, traded, bartered, or gifted.</p>
<p>Your voice is critical to help ensure that coyotes are spared this cruel end. Please submit your comments in support of the proposed amendment today.</p>

<p>In November, the Animal Protection Institute (API) asked you to cast your vote for the Design Against Fur People’s Choice Award. The polls have closed, a record number of more than 26,000 votes have been tallied, and the winner of the $1,000 prize has just been named.</p>
<p>Johanna Basto, of Montreal&#8217;s College de Maisonneuve, has now become the second ever People&#8217;s Choice Award winner for 2007.Her compelling poster, created around the theme that innocent animals are “Fashion Victims”, can be viewed at <a href="http://www.infurmation.com/daf/2007/win07_can/basto.jpg" class="autohyperlink" title="http://www.infurmation.com/daf/2007/win07_can/basto.jpg" target="_blank">www.infurmation.com/daf/2007/win07_can/basto.jpg</a>.</p>

<p>The Animal Protection Institute is a member of the FFA, and is also a sponsor of this annual event which aims to encourage compassionate student designers from around the globe to make a difference for millions of animals — by delivering an educational message to the world about why it’s never okay to wear fur.</p>
