FEDERAL: SUPPORT “HALEY’S ACT” ON BIG CATS

Named for slain teen Haley Hilderbrand, H.R. 1947 recognizes that big cats are wild animals, and that for our safety as well as theirs, they should not be in direct contact with the public. Future tragedies may well be prevented with the passage of this important public safety bill.

MISSOURI: HB 46 TAKES AWAY PROTECTIONS FOR LARGE ANIMALS

Under current Missouri law, authorities may remove animals of any size from abusive situations. If passed, HB 46 will put a 50-pound weight cap on farm animals/livestock–this includes horses!–that may be impounded for their own safety, thereby exempting large farm animals from current cruelty laws. Please help us defeat this inhumane bill!

IL HB 9 PASSES ITS FIRST SENATE HEARING!

HB 9 will protect pets caught up in domestic violence by allowing courts to include pets in orders of protection. The bill has already passed the Illinois House in a shut-out 116-0 vote, and we’re happy to report that it just passed the Senate Judiciary Committee.

U.S.A.: SENATE COMMITTEE APPROVES AMERICAN HORSE SLAUGHTER PREVENTION ACT!

On Wednesday, April 25, the Senate Committee on Commerce, Science, and Transportation voted to move this important bill to the entire Senate for a vote, without making any changes to it. This is a great step for S. 311, which prohibits the transportation, possessing, buying or selling of any horse to be slaughtered for human consumption.

Governor Mitch Daniels recently has signed into law two important animal cruelty-related bills supported by the ASPCA:

- SB 108 requires courts to consider psychological counseling as part of the animal cruelty sentences.

ASPCA: Ban Raccoon Dog Fur and Demand Proper Labeling!

Via the American Society for the Prevention of Cruelty to Animals:

Ban Raccoon Dog Fur and Demand Proper Labeling!

The federal Dog and Cat Fur Prohibition Enforcement Act, H.R. 891, would require that all apparel containing any quantity of fur is accurately labeled–regardless of the fur’s monetary value–and also ban completely the sale and import of fur from raccoon dogs, members of the dog family native to China killed in large numbers for their fur.

Under current law, products containing quantities of fur valued under $150 can be sold in American stores without accurate labels. Consumers with ethical objections or allergies to fur may think a lack of a label means that they’re buying “faux” fur–but sadly, this is not always true.

Please visit the ASPCA Advocacy Center today, where you can email a letter to your representative urging him or her support and cosponsor the Dog and Cat Fur Prohibition Enforcement Act. You’ll also find additional information about how this Act will change current labeling laws for the better.

ASPCA: America, Let’s Crack Down on Animal Fighting!

UPDATE, 4/11/07, via Last Chance for Animals:

Senate passes landmark animal legislation; The Animal Fighting Prohibition Enforcement Act heads to President Bush for signature.

Yesterday, April 10th, the Animal Fighting Prohibition Enforcement Act was unanimously approved by the U.S. Senate. The bill, also approved by the U.S. House of Representatives in a vote of 368 to 39 on March 26, will now go to the President for his signature. Bush is expected to sign it into law.

The Animal Fighting Prohibition Enforcement Act establishes a felony-level penalty of up to three years of jail time for any interstate or foreign transport of animals for fighting purposes (until now only a misdemeanor) and makes it a crime to move cockfighting weapons in interstate or foreign commerce.

Dogfighting is banned in all 50 states, and is a felony in all but two. Cockfighting is illegal in every state except Louisiana, and is a felony in 33 states.

“The passage of this bill is a tremendous victory for the animals and it will give the authorities the tools they need to prosecute the scum that continue to use and abuse animals for money and entertainment. LCA will continue to investigate and aid in the apprehension of Dogfighting and Cockfighting rings across the country, but this bill will make it just that much easier to put real criminals behind bars!”

MISSOURI TRYING TO IMPROVE NEGLECT LAW

SB 73 and companion bill HB 157 will remove the requirement that an animal must be harmed substantially before a person can be found guilty of animal neglect. The Missouri Senate held a hearing on SB 73 earlier this week, and soon will be voting to pass it out of the Judiciary Committee!

ASPCA: Protect Downed Animals by Supporting the Downed Animal and Food Safety Protection Act!

Protect Downed Animals by Supporting the Downed Animal and Food Safety Protection Act!

The Downed Animal and Food Safety Protection Act, S. 394/H.R. 661, would prohibit USDA inspectors at slaughterhouses from approving meat from “downed” (unable to stand or walk) cattle, sheep, swine, goats, horses, mules and other equines. The bills would also require immediate humane euthanasia for any downed animal.

Animals who are destined for slaughter sometimes go “down” while en route to slaughter plants. These animals cannot stand or walk on their own due to injury or illness. Once at the slaughter plants, they may lie for days without food, water or veterinary care, until they are ultimately dragged or pushed to slaughter (often by a bulldozer). Not only are these practices inhumane—often resulting in bruising, torn ligaments, broken bones and dislocated joints—but they pose a major health risk to consumers as well. The risk of tainted meat entering the food chain increases when downed animals are allowed to be slaughtered for human consumption. All six confirmed cases of mad cow disease in North America reportedly were from downed animals. Given these factors, immediate humane euthanasia is the best option for downed animals.

Additionally, prohibiting the approval of meat from downed animals would provide an incentive for meat producers to improve the care of animals in order to prevent them from going down at all. This is currently irrelevant to meat producers, who have an economic incentive to move downed animals through slaughter in order to process the meat for sale.

If your pet shows any sign of illness, including loss of appetite, lethargy, vomiting, diarrhea, and changes in water consumption or urination, contact your veterinarian or the ASPCA Animal Poison Control Center immediately. ALABAMA EQUINE BILL READY FOR FULL SENATE VOTE!

SB 29 will make it a felony to torture a horse or pony, defines “torture” in this context and institutes penalties for offenses.

ILLINOIS SET TO MAKE ALL ANIMAL FIGHTS FELONIES

Only dog fighting is a felony under Illinois state law–other forms of animal fighting, including cockfighting, are only misdemeanors. HB 3614, awaiting a vote by the House, will correct this.
