ASPCA: Keep Pets Out of Labs—Support the Federal Pet Safety and Protection Act

Via the American Society for the Prevention of Cruelty to Animals:

Keep Pets Out of Labs—Support the Federal Pet Safety and Protection Act

The federal Pet Safety and Protection Act, S. 714/H.R. 1280, would prohibit Class B Dealers and unlicensed individuals from selling dogs and cats to research laboratories.

Class B Dealers are people who collect dogs and cats from random sources and sell them to the research industry. They sometimes obtain their animals through illegal or unethical means, such as by responding to “free to good home” ads in newspapers, falsifying records to keep the true origins of the animals unknown, and stealing pets kept outside in yards.

The Pet Safety and Protection Act would provide a much-needed safety net to ensure beloved pets are not stolen or acquired under false pretenses and sold to research laboratories.

Hi Kelly,

I know you’ve mentioned Haley’s Act in the past. Here’s some more information for you. Please feel free to post if you would like.

A zookeeper is attacked and visitors watch on as a lion eats her arm … At a child’s birthday party, a 62-pound cougar mauls a 4-year old guest … An escaped thirteen-month old bobcat, living in a residential community, assaults three dogs … There were 103 big cat attacks in 2005, 44 in 2006, and 12 so far this year …

The U.S. represents 4% of the global population yet 78% of ALL captive cat incidents happen in the U.S. Florida represents lass than 6% of the total US population yet 11% of ALL captive cat incidents in the U.S. occur in FL.

In the past couple of weeks alone, big cat attacks have made headlines, with maulings in Texas and Arkansas, just as IFAW (The International Fund for Animal Welfare) pushes ahead with initiatives to nationalize “Haley’s Act,” a bill designed to protect both the public and big cats from further senseless tragedies.

An IFAW representative is available to discuss:

* There are more than 10,000 big cats in captivity in the U.S., many of whom are in facilities licensed by the USDA (some are even kept as pets in homes). Although a USDA license might seem reassuring, the harsh reality is that a USDA-licensed facility can be anything from a fenced-in backyard to a roadside zoo.

* “Haley’s Act,” This bill, which prohibits the direct contact between the general public and big cats, came in response to the death of a 17 year-old who was attacked and killed while taking a graduation photo with a big cat at a USDA-certified wildlife facility.

* Even USDA certified facilities are not safe. IFAW stresses the fact that although a facility is certified, big cats are dangerous, and should not be treated as domestic animals. Not only is the public at risk when coming into contact with these animals, but many of these facilities barely meet the minimum welfare conditions for big cats who are forced to live a life behind cages and in chains.

* Legislative Efforts: In April 2007, Rep. Nancy Boyda (D-Kan.) introduced Haley’s Act. If passed, the law would crack down on illegal animal dealers and create humane care standards for the cats.

Known as the “Puppy Mill Capital of the East,” Lancaster County, Pennsylvania, has the highest concentration of puppy mills of any county in the United States.

At last, the state’s Department of Agriculture and Bureau of Dog Law Enforcement have introduced regulations that could help put an end to some of the inhumane practices considered “routine” at these high-volume dog breeding facilities. ASPCA: Increase Penalties for Animal Fighting! Support HR 137/S 261!

Federal: Increase Penalties for Animal Fighting! Support HR 137/S 261!

HR 137/S 261 (the Animal Fighting Prohibition Enforcement Act of 2007) has been introduced in the both House of Representatives and the Senate. If passed, the Act will increase the penalties for both cockfighting and dog fighting. Similar bills introduced in 2006 were never voted on, so they died when Congress recessed for the year. […]

On the federal level, the law prohibits sponsoring or exhibiting an animal in an animal-fighting venture if any of the animals in the venture have been moved across state lines. However, such an offense is currently only a misdemeanor. HR 137/S 261 would raise this crime to a felony offense. This means that if animal fighting is a misdemeanor in your state, but the animals involved in a fight were brought over from another state, the sponsoring or exhibition of the animal fight would be deemed a federal felony offense. Additionally, the Act would prohibit the sale, purchase, transportation, or delivery in interstate or foreign commerce of any knife, gaff, or other sharp instrument used in bird-fighting ventures.

The Animal Fighting Prohibition Enforcement Act would properly penalize and hopefully deter people from engaging in the brutal “sport” of animal fighting. Please contact your senators and representative now and urge them to support and cosponsor HR 137/S 261.

ENTRIES NOW BEING ACCEPTED IN HOPEFUL TAILS CONTEST

Tell us your story, pet parents! If you share your home with a rescued pet, we want to hear about it. To spread the word about how important pets are to their people, the ASPCA, Howell Book House and Borders, Inc. are putting out a call for the most compelling stories and photos. Winning entries will be published in Hopeful Tails, a compilation due out this fall.
