Subject: Save the Manatee Club Needs Your Help!

In June 2006, the Florida Fish & Wildlife Conservation Commission (FWCC) voted to reclassify (downlist) manatees from Endangered to Threatened on the state level even though manatees are a federally Endangered species and meet the international criteria for Endangered as well. This is because the state adopted a new weaker imperiled species listing rule, even though science, public sentiment, and Save the Manatee Club, together with dozens of other environmental groups, did not support such a drastic move that will lead to the downlisting of many other species as well.

Now, the adoption of a Manatee Management Plan (Plan) is the final step in lowering the manatee’s classification on the state’s imperiled species list. The FWCC recently released a draft of their Plan and is seeking public input through January 11th. The Plan is critically deficient in protecting manatees because:

* The Plan’s Measurable Biological Goals, which FWCC claims will, “evaluate progress toward species recovery,” actually allow a 30% decline in the population over 3 generations!

* The Plan’s Management Actions (protection measures) won’t have to be any stronger than to avoid a greater than 30% decline in the population. For example, minimum flows at warm water springs that manatees use, such as Blue Spring (where many of our manatee adoptees winter), merely have to be set so that a greater than 30% decline in the population is avoided.

* Rather than manage the population to achieve an Optimum Sustainable Population level as mandated by the federal Marine Mammal Protection Act (MMPA), the FWCC’s Plan allows significant population loss as long as the loss is no greater than 30%.

* Since the Plan is geared toward avoiding greater than a 30% loss in the manatee population rather than managing for an Optimum Sustainable Population, it will be virtually impossible to hold the state accountable for protecting manatees from escalating human-related threats such as watercraft strikes, loss of warm-water habitat, and destruction of habitat associated with development and climate change.

* The state itself believes that the manatee is already at a very high risk of extinction.

Once the public comment period is over, a revised draft Plan will be put on the agenda for final approval at the FWCC’s April or June 2007 meeting. When the Plan is approved, the manatee’s classification will change from Endangered to Threatened.

Save the Manatee Club: Keep The Heat On So Manatees Won’t Be Left Out In The Cold

Keep The Heat On So Manatees Won’t Be Left Out In The Cold

Your help is making a difference for manatees!

A big THANK YOU to everyone who sent messages to the St. John’s River Water Management District (District), Florida Department of Environmental Protection, and Florida Governor Jeb Bush – your actions are helping us get some movement in the right direction! The District recently met and decided to delay the final vote on the proposal to tap into waters from Blue Spring to support increasing development and demands for water from surrounding counties.

The District has postponed their decision until October 10th in order to re-run their model using the most recent winter season manatee counts, which is expected to force them to revise the rule proposal. We have repeatedly told the District that their model is erroneous and underestimates manatee use, and this past winter season proved our point with substantially more manatees showing up to use the spring than their model predicted. For example, a minimum of 190 manatees were documented at Blue Spring during the 2005/2006 season, while the District model would not provide warm water for that many manatees until 2009. And the District’s current minimum flow proposal doesn’t require the Blue Spring flow to be restored to present levels until 2024!

As you know, Blue Spring is a critical warm water refuge for manatees in the winter. And manatees have gained an ally in Philippe Cousteau, grandson of the late explorer Jacques Cousteau, who was recently at Blue Spring creating a documentary for National Public Radio. In an Orlando Sentinel article, Philippe was quoted as saying, “This spring and these manatees represent a resource that should benefit all of the people of Florida, not just a few special interests.”

The District has made the right decision to delay the final vote on the proposal. They have seen first hand that their model doesn’t work before the rule was even adopted. The District should set the minimum flow at no less than the current average annual flow level (157.7 cfs). We need to keep the heat on so manatees are not left out in the cold come October!

What You Can Do:

Both Florida and Non-Florida Residents: Please speak up to protect Blue Spring for manatees!

1. Attend the Public Hearing

Please come to the public hearing on October 10, 2006 (see more information below) and state that you are OPPOSED to a proposal that allows any additional reduction in Blue Spring’s flow.

Speak Up for Endangered Species!

Help Ensure Strong Environmental Laws for Manatees and Other Endangered Species

The Bush administration is holding a series of “listening sessions” across the country as it promotes its “Cooperative Conservation” agenda. The administration has already proposed a package of cooperative conservation legislation (pdf) that would weaken the Endangered Species Act and the Clean Water Act, and they may use input from these listening sessions to promote these and other harmful changes to environmental laws. That’s why it’s vital for you to respond with a strong conservation message.

What You Can Do:

1. Submit A Comment Letter

You can help by getting on the record as a supporter of a strong Endangered Species Act and other environmental laws. Please click here to submit a quick and easy online letter by September 30th. The letter will go to Beth Duff at the U.S. Department of the Interior and will let the Bush administration know that voluntary conservation efforts complement, but absolutely cannot replace, strong environmental laws. If you would like to submit a personal letter or email, Ms. Duff’s contact information is featured below.

If you’ve been involved in a local cooperative effort to protect endangered species, you can speak from personal experience about how environmental protections brought people in your community together to conserve natural resources. These stories will greatly increase the strength of your comments.

2. Attend a Listening Session In Your Area

You can also click here to check for listening sessions in your area that you may be able to attend in person. Listening sessions for Florida are scheduled for September 15 in Virginia Key and on September 25, 2006 in Orlando.

3. Please Forward This Action Alert To Friends and Relatives

Save the Manatee Club: Protect Manatees’ Winter Refuge!

Friday, July 28th, 2006

Date: Jul 28, 2006 10:25 AM
Subject: Protect Manatees’ Winter Refuge!

Speak Up to Protect Manatees’ Winter Refuge!

Meeting on August 8 is our last chance to protect Blue Spring

Blue Spring is one of the very few natural warm water refuges remaining for manatees in Florida. It is the winter home for Save the Manatee Club’s adoptees and one of only two places in the state where the manatee population actually appears to be increasing.

But a proposal by the St. Johns River Water Management District (District) will allow significant reductions in Blue Spring’s flow to support increasing development and demands for water from surrounding counties. Less flow from the spring means less warm water available for manatees in the winter. Manatees are susceptible to cold-related disease, and any reduction in Blue Spring’s flow could have catastrophic consequences.

The District is basing their proposal on an erroneous model that “predicts” future flow and when the manatees would “need” the warm water. But the District model has already underestimated actual manatee use. For example, a minimum of 190 manatees were documented at Blue Spring during the 2005/2006 season, while the District model would not provide warm water for that many manatees until 2009. Furthermore, the District proposal doesn’t require the Blue Spring flow to be restored to present levels until 2024. By that time it will be too late for manatees!

Both Florida and Non-Florida Residents: Please speak up to protect Blue Spring for manatees!

What You Can Do:

1. Attend the Public Hearing

Please come to the public hearing on August 8, 2006 (see more information below) and state that you are OPPOSED to a proposal that allows any additional reduction in Blue Spring’s flow.

Save the Manatee Club: Public Input Needed On State Manatee Management Plan

Saturday, July 22nd, 2006

———- Forwarded message ———-
From: Save the Manatee Club - action [at] savethemanatee.org
Date: Jul 21, 2006 12:59 PM
Subject: Speak Up for Manatees!

Public Input Needed On State Manatee Management Plan

As you know, over the objections of numerous scientists and thousands of citizens, on June 7, the Florida Fish & Wildlife Conservation Commission (FWC) voted to downlist manatees from Endangered to Threatened status in Florida. They did so despite the fact that the state’s own scientific assessment shows that manatees clearly met the international criteria for endangered species.

Save the Manatee Club and 16 other organizations filed a legal petition asking the FWC to fix its flawed imperiled species classification system. But the state is proceeding with the downlisting process. Phase 2 of this process involves the development and approval of a management plan, and the FWC is currently seeking public input on the plan by August 8, 2006. This is where you come in. We need you to be a voice for manatees!

What You Can Do:

1. Please help protect manatees by sending your comments

We would like the FWC to receive as many personalized letters or emails as possible from manatee supporters living in and outside of Florida. We know it takes a bit more time, but it’s worth it to make sure that manatees get as much protection as possible under the new plan. Comments must be submitted by 5:00 p.m. on August 8, 2006. (See our suggestions for what the management plan should include below.)

Manatee Management Plan Comments, DHSC
Florida Fish and Wildlife Conservation Commission
620 South Meridian Street
Mail Station 6A
Tallahassee, FL 32399-1600

Comments can also be submitted by email to manatee_plan [at] myfwc.com.

2. Please make a donation now. You will be helping us do whatever it takes to make sure manatees are protected under the new management plan.

3. Please forward this email to as many people as you can.

Thank you for your help on this important issue for manatees!

Suggested Comments:

The state’s management plan should include:

-The adoption of the entire federal recovery plan, which is more species specific and addresses habitat stability. (Manatees remain endangered on the federal list.)

-A contingency plan for power plants going off line, so manatees don’t lose warm water sources upon which they have come to depend. Unless this is done, literally hundreds of manatees will likely die of cold stress.

-Constitutional protections for Florida’s endangered and threatened species.

-Moving up the timelines for setting minimum flows for Florida’s springs so manatees’ natural warm water sources don’t disappear.

- A mandatory manatee education program for boaters. (Although more than 90% of Florida’s boaters favor such a program, the marine industry is still fighting against it.)

-A cumulative effects analysis of waterfront development and its impacts on manatees and manatee habitat.

-A system of refuges and sanctuaries for manatees connected by travel corridors.

Save the Manatee Club - Protest Manatee Downlisting!

Saturday, June 10th, 2006

———- Forwarded message ———-
From: Save the Manatee Club - action [at] savethemanatee [dot] org
Date: Jun 9, 2006 7:03 PM
Subject: Protest Manatee Downlisting!

Action By State Agency Puts Manatees In Great Jeopardy

We Need Your Immediate Help!

Despite a huge public outcry, on June 7, the Florida Fish & Wildlife Conservation Commission (FWC) voted unanimously to downlist manatees from Endangered to Threatened status.

This action has little to do with how manatees are actually faring in the wild and everything to do with pressure from developers, the marine industries, and go-fast boaters. The FWC has projected that the manatee population could plummet to half its numbers within the foreseeable future. Now, boat speed zones can be rolled back, and marina and coastal development can move forward at an even faster pace. More and more boats will gain access to Florida’s already overcrowded and dangerous waterways, and there will be more pollution from stormwater runoff.

Although the FWC is vehemently denying that the manatee’s Threatened status will result in less protection, this is emphatically untrue, and a marine industry representative speaking at the FWC meeting was already asking for the boat speed zones to be reviewed for weakening protections.

Save the Manatee Club, along with 16 other organizations, has filed a legal petition asking the FWC to fix its imperiled species classification system.

What You Can Do:

-Please help protect manatees by sending a quick online letter to FWC’s executive director, Ken Haddad, the FWC commissioners, and Florida Governor Jeb Bush. The e-mail protests the manatee’s reclassification and asks the FWC to accept our legal petition to fix its imperiled species classification system. You can also get more background information on this issue.

Click here to send an online letter

-Please make a donation now. You will be helping us do whatever it takes to defend manatees from a self-serving politically driven process that not only devalues these beloved animals, but also puts all of Florida’s imperiled wildlife at greater risk.

-Please forward this e-mail to as many people as you can.
