FDA APPROVAL OF FOOD FROM CLONED ANIMALS STALLED BY PASSAGE OF MIKULSKI-SPECTER AMENDMENT IN FARM BILL!

(December 14, 2007) A broad coalition of consumer, farmer, and animal welfare organizations today applauded passage of a provision in the Senate’s Farm Bill (H.R. 2419) that would delay the Food and Drug Administration’s (FDA) endorsement of the use of food from cloned animals. This amendment, advanced by Senator Barbara A. Mikulski (D-Md.) and co-sponsored by Senator Arlen Specter (R-Pa.), calls for a rigorous and careful review of the human health and economic impacts of bringing cloned food into America’s food supply. The senate overwhelmingly passed the bill this afternoon by a vote of 79 to 14.

The amendment requires that two rigorous studies be performed before the FDA is able to issue a final decision on food from clones. The amendment directs the National Academy of Sciences (NAS) to convene a blue-ribbon panel of leading scientists to review the FDA’s initial decision that food from cloned animals is safe, and to study the potential health impacts of cloned foods entering the nation’s food supply. The bill also directs the United States Department of Agriculture (USDA) to examine consumer acceptance of cloned foods.

During a public comment period that ended earlier this year, the FDA heard from more than 150,000 citizens rejecting the Agency’s proposed plan to introduce clones into the U.S. food supply. In addition, dozens of members of the meat and dairy industries and nonprofit organizations urged the FDA to consider comments from the widest possible sample of Americans in consideration of the untested nature of cloning technology.

We applaud the Senate’s passage of this amendment, and hope the House will follow its lead!

Dear Humanitarian:

Our companion animals may soon be safe from thieves who make easy money by obtaining them illegally, then selling them for experimentation. The U.S. Congress is poised to adopt the Pet Safety and Protection Act (PSPA), also known as “Buck’s Bill.” The legislation is named after Buck, pictured at left, a dog who was rescued from notorious animal dealer C.C. Baird – the subject of the HBO special “Dealing Dogs.” Sadly, because of a lack of much needed veterinary care, Buck died. Though he was rescued, he could not survive the ravages previously inflicted by heartworms.

Buck’s Bill would prevent Class B dealers and unlicensed individuals from selling “random source” dogs and cats to laboratories. As we enter what we hope is the home stretch, we need your help to ensure success.

The House of Representatives passed the PSPA in July as part of the FARM Bill, and it has already been accepted as an amendment to the Senate FARM Bill. We anticipate passage of the Senate version of the FARM Bill today or next week. Next, House and Senate Agriculture Committee Members will go to conference to iron out any differences in the language of their respective bills. This final stage of the process is expected to take place in mid-January 2008.

WHAT YOU CAN DO:

Anti-animal welfare members on the conference committee may seek to eliminate or weaken the PSPA. It is essential that all conferees be encouraged to support the House version in the FARM bill, as the Senate version includes a 5-year phase-in period, as well as potentially problematic ambiguous language.

Animals are still in danger at the Medical College of Wisconsin (MCW). As you may remember, about 60 dogs were killed in a physiology lab at MCW in February 2007. Despite efforts by PCRM members, concerned citizens, and a coalition of animal protection organizations led by the Wisconsin Humane Society, MCW is scheduled to hold another round of unnecessary animal labs in February 2008. The school will use pigs instead of dogs for the first-year physiology course in February. With the lab just a few months away, we urgently need your help to save these animals.

Here’s what we need you to do today:

* Please call the Department of Physiology chairman Allen Cowley Jr., Ph.D., at 414-456-8277 and ask him to cancel the pig lab and implement humane alternatives. It is extremely important that your phone call is polite.

* Send an automatic e-mail to MCW president and CEO T. Michael Bolger, chairman Cowley, and director of MCW’s pig lab Jean-Francois Liard, M.D., Ph.D., and politely ask them to end the school’s live animal lab program.

* Forward this e-mail to all of your friends and family in Wisconsin and ask them to take action, too.

* Visit www.savemcwanimals.org/ for the most up-to-date information about our campaign to end MCW’s pig lab and how you can help.

Over the past year, three medical schools have ended their live animal physiology labs. In fact, only 10 out of 126 medical schools in the United States still offer live animal courses. Learn more about live animal labs.

The European Commission is currently reviewing Directive 86/609/EEC, which sets out the rules for animal experimentation across the whole of Europe. There is still time to make a difference to the final draft.

A new European Chemical Testing Policy called REACH proposes to Test 30,000 Chemicals of every kind – from those used in industrial processes to the ingredients of consumer products – on Millions of animals from mice to fish to dogs, causing untold suffering. This Directive should help these animals while still improving standards.

The European Commission itself acknowledges that non-animal replacements “…have the potential to provide robust information through quality-controlled, state-of-the-art tests which are faster and less cost-intensive than classical animal-based tests”.

It has launched a Community Action Plan for the Protection and Welfare of Animals. This explicitly states “The final aim is to replace animal experiments with methods not entailing the use of an animal.”

It is in all our interest that Animal Testing is replaced with Alternatives based on Human Biology not Animals.

Last Friday’s fire at Alder Ridge Farms Inc., a dog-breeding facility on Reynolds Road near Lakewood, has focused attention on a business that has usually managed to avoid such exposure.

The smoky, early afternoon fire raged for more than four hours, requiring the efforts of firefighters from nine different volunteer companies to bring it under control. The blaze destroyed a metal building said to have been 450 feet long and 70 or more feet wide, making it one of the biggest in northern Wayne County.

The fire also caused the death of an untold number of animals, which Alder Ridge Farms normally would have sold for use in biomedical research.

For many area residents, the existence of such a business in northern Wayne was news. No sign along unpaved Reynolds Road announces Alder Ridge Farms; no street numbers identify the place as No. 442, the company’s address. Some residents knew about the “dog farm,” but had little idea about the scale of the operation or what goes on at the 290-acre hilltop property…
