TN: ANIMAL PROTECTION ORDER BILLS PASSED!

Great news! On May 17, TN SB 196 passed the Senate Floor, and its companion bill, HB 1161, has passed the House. These bills specifically include animals in protection orders and grant custody of the animals in question to the person who gets the protection order. Please email Governor Bredesen asking him to sign these bills into law.

IL: HB 3614, FELONY PENALTY FOR ANIMAL FIGHTING

HB 3614 will increase the penalty of animal fighting to a felony. It has passed the Senate, and is now back in the House of Representatives for concurrence. Illinois residents, please email your state rep. today urging passage of this bill.

Although a federal judge’s recent ruling has temporarily halted the slaughter of horses for human consumption, Illinois, home to one
of our nation’s few remaining horse slaughterhouses, must pass HB 1711 to make the victory permanent. We’re one big step closer
to success, as earlier this week the bill passed the House and now heads for the Senate.

FEDERAL: THE DOWNED ANIMAL & FOOD SAFETY PROTECTION ACT

The risk of tainted meat entering our food supply increases when downed animals are allowed to be slaughtered for human consumption. Contact your U.S. representative and senators now and urge them to protect both livestock and human health by supporting S. 394 and H.R. 661.

FEDERAL: DOG AND CAT FUR PROHIBITION ENFORCEMENT ACT

Think it’s “faux”? How do you know?! This important federal legislation will protect consumers’ rights by closing a loophole in current fur-labeling laws, insuring that all products containing fur are properly labeled.

TWO BIG VICTORIES FOR INDIANA’S ANIMALS!

Governor Mitch Daniels recently has signed into law two important animal cruelty-related bills supported by the ASPCA:

- SB 108 requires courts to consider psychological counseling as part of the animal cruelty sentences.

- HB 1387 allows courts to prohibit a person convicted of animal cruelty from possessing an animal, and makes killing an animal a felony under certain conditions.

April 7, 2007, kicks off American Humane’s “Every Day is Tag Day.”

American Humane Association - Every Day is Tag Day

The American Humane Association celebrates every day as Tag Day to encourage all pet owners to tag or microchip their companion animals.

According to a study by the National Council on Pet Population Study and Policy, about 1 million dogs and 584,000 cats are taken into animal shelters as strays each year. Sadly, only about 15 percent of those dogs and 2 percent of the cats are reunited with their owners. Cats are less likely to find their way home partly because they are less likely to be given tags by their owners.

PET FOOD RECALL UPDATE: CONTAMINANTS IN ADDITION TO RAT POISON MAY BE INVOLVED

Since the massive pet food recall on March 16, the ASPCA Animal Poison Control Center has been flooded with calls from pet parents and animal professionals alike. Based on data we’ve collected, clinical signs in cats affected by the contaminated foods are not fully consistent with the ingestion of rat poison–suggesting that additional contaminants may be involved.

MISSOURI TRYING TO IMPROVE NEGLECT LAW

SB 73 and companion bill HB 157 will remove the requirement that an animal must be harmed substantially before a person can be found guilty of animal neglect. The Missouri Senate held a hearing on SB 73 earlier this week, and soon will be voting to pass it out of the Judiciary Committee!

ALABAMA EQUINE BILL READY FOR FULL SENATE VOTE!

SB 29 will make it a felony to torture a horse or pony, defines “torture” in this context and institutes penalties for offenses.

ILLINOIS SET TO MAKE ALL ANIMAL FIGHTS FELONIES

Only dog fighting is a felony under Illinois state law–other forms of animal fighting, including cockfighting, are only misdemeanors. HB 3614, awaiting a vote by the House, will correct this.
